Thomas Emil Sliwinski Child Rapist Arrested by FBI in Mexico After Tip to Fugitive Watch

UPDATE: We are proud to announce that a child rapist fugitive wanted for 10 years by the FBI was located and arrested after a tip provided by Fugitive Watch “Most Wanted” program www.fugitive.com.

Thomas Emil Sliwinski was convicted for having sex with his young stepdaughter in 2003.

On Thursday Oct. 29, 2015 FBI agents and Mexican police arrested Sliwinsky in Vicente Guerrro, south of Ensenada, Baja California Mexico. While authorities in Mexico closed in on him, Sliwinski ran and stabbed himself. As of Monday, Sliwinski was in a San Diego hospital awaiting surgery.

Sliwinski was wanted on a federal arrest warrant for unlawful flight to avoid prosecution issued in September 2005.

Sliwinski was charged with sexual intercourse without consent in December 2000 when one of his wives left him after 11 years of marriage and revealed Sliwinski’s polygamist lifestyle, which she said included having sex with her and her younger sister before they reached the age of 16. Sliwinski and his wives lived in the Wolf Creek area.
In 2003, Sliwinski pleaded guilty to the criminal endangerment charge, which was lowered from sexual intercourse without consent in a plea agreement. The underlying crime was having sex with his stepdaughter. He received a 10-year suspended sentence and was required to complete sex offender treatment. Sliwinski also received a five-year suspended sentence, to run concurrently, for a felony charge of tampering with evidence in connection to the rape case.

Sliwinski was later kicked out of his sex offender treatment program. As a result, prosecutors filed a petition to revoke Sliwinski’s probationary sentences. Sliwinski also failed to register as a sex offender. A hearing regarding the petition was to be held on Sept. 2, 2004, but Sliwinski failed to appear.

A warrant was issued that day for revocation of his suspended sentences for the underlying felony offenses of criminal endangerment and tampering with physical evidence. A second warrant was issued locally for bail jumping in September 2004.

This is the second international fugitive arrested in Mexico after tips from the Fugitive Watch program.

On April 18, 2015 alleged San Jose murder suspect Hector Flores Arias was arrested in Mexico after a tipster called the Fugitive Watch “Most Wanted” program www.fugitive.com.

In 2003, Thomas Emil Sliwinski pled guilty to having sex without consent with his young stepdaughter and got a plea agreement that required him to attend sex offender treatment.

He was also convicted with tampering with physical evidence after it was learned that he had destroyed evidence. Sliwinski was given a five-year suspended sentence for both of these convictions.

Sliwinski was later kicked out of his sex offender treatment program so the Lewis and Clark County Attorney in Montana filed to revoke his probationary sentences.

Sliwinski also failed to register as a sex offender.

On September 2, 2004, Sliwinski failed to appear in court so a warrant for his arrest was issued.

A second local arrest warrant for Sliwinski was issued on September 9, 2004, for bail jumping.

On September 13, 2005, a federal arrest warrant charging Sliwinski with unlawful flight to avoid prosecution was issued by the United States District Court, District of Montana, Great Falls, Montana.

At the time the state initiated its prosecution, Sliwinski reportedly practiced polygamy while residing in a remote area between Helena and Great Falls, Montana, where he was “married” to three persons.

Sliwinski may wear eyeglasses. He was last known to be in the area of LeBaron, Mexico, located in the state of Chihuahua.
