Police arrested a 58-year-old Arthur Gauvin accused of keeping his 56-year-old sister locked in a Connecticut bedroom for several years in “dungeon”-like conditions. The woman was locked up so her brother could avoid losing the Seymour house to the state, local police said. The one window in the room was boarded up to prevent the victim from escaping.
