Police are asking for the public’s help in locating a suspect who allegedly shot, robbed and carjacked a man in Richmond last week, a police spokeswoman said today. A felony arrest warrant has been issued for 20-year-old Kelvin Lemonte Starks on suspicion of shooting, robbing and carjacking a man last Thursday in the 4300 block of Ohio Avenue, according to Richmond police spokeswoman Sgt. Nicole Abetkov.

Information about the victim’s condition was not immediately available. Starks is considered to be armed and dangerous and is known to frequent Richmond’s Crescent Park neighborhood as well as Oakland, according to police. Police said he is described as a black man with brown eyes and short cut black hair who is 6 feet 1 inch tall and weighs about 170 pounds. He has a tattoo that reads “MOE” on his hand, according to police. The vehicle allegedly carjacked last Thursday is a tan 1985 Nissan Maxima sedan. The car has an older blue California license plate of 1MKE402.
