Thomas Lee Elkins Wanted for Failure to Comply with Civil Commitment Requirements

The Texas Department of Public Safety reports that Thomas Lee Elkins is a sexually violent predator. October 5, 2012 he fled from a Houston halfway house.

In 1980, Thomas ELKINS was arrested in Louisiana for Rape and Kidnapping but the charges were dropped.

In 1981, he was convicted in Illinois for Indecent Liberties with Child and Rape.

In 1986, he was convicted of abducting a victim in Tennessee.

While in custody, he allegedly bragged to a cellmate that he had murdered three red-haired victims whose bodies were found on interstate roads in that state.

In 1990, he committed Aggravated Sexual Battery in Florida but was not arrested.

In 1991, he was arrested for kidnapping and raping a 16-year-old female at a Harris County truck stop. He was then convicted of both the Texas offense and the 1990 Florida offense, resulting in two concurrent 20-year sentences.

On March 11, 2011, he was civilly committed and was paroled to a Houston halfway house. On October 5, 2012, he removed his ankle tracking monitor and absconded.
