* David Vargas has been Charged with Murder for the Alleged Shooting of Two People in Oakley

  Prosecutors filed charges today against a 21-year-old Oakley man accused of shooting two people in Oakley over the weekend, killing one and injuring the second. David Vargas has been charged with murder with a special circumstances allegation that he killed the victim by shooting from a motor vehicle; premeditated attempted murder; shooting at an occupied motor vehicle; and shooting from a motor vehicle, Deputy District Attorney Dominique Yancey said.

 Vargas is scheduled to be arraigned on the charges this afternoon in Contra Costa County Superior Court in Martinez. The shooting happened at about 7 p.m. Saturday near O’Hara Avenue and Laurel Road, according to the Contra Costa County Sheriff’s Office.

 Police arrived at the scene to find 22-year-old Oakley resident Omar Martinez fatally wounded. A second victim, a 16-year-old boy, was taken to John Muir Medical Center in Walnut Creek. He is expected to survive. Investigators said they believe Vargas knew the victims and that he was involved in an argument with them before the shooting.

 Vargas was being held without bail in county jail.
