A Martinez man who was arrested in Concord this morning on drug charges allegedly attacked and attempted to strangle a police officer, Concord police Lt. Brandon Richey said. Police received a report at about 7 a.m. of a suspicious person in the 1500 block of Concord Avenue. When officers arrived, they contacted and then arrested Joshua Richard Carter, 23, on suspicion of possession of a controlled substance, Richey said. Carter was taken back to police headquarters for booking, but while he was being processed, he allegedly became combative and tried to strangle the arresting officer. The officer was able to fight off Carter, who was taken to a local hospital for treatment, Richey said. The officer was also treated for injuries, but was able to return to work afterward. Investigators plan to present the case to the district attorney’s office later this week, and Carter will likely face charges of drug possession and felony assault and battery on a police officer.
