Police issued citations to employees at two restaurants in Santa Rosa during an underage decoy operation on Tuesday, officials said. Employees from Taqueria Santa Rosa and Fresh China were cited for selling or furnishing alcohol to a minor, according to Santa Rosa police. The employees were released after agreeing to appear in court at a later time, officials said. Underage decoys visited one dozen licensed alcohol establishments in Santa Rosa, where they attempted to purchase or order alcoholic beverages, officials said. Of the 12, Taqueria Santa Rosa and Fresh China were the only businesses where the decoys were sold or served alcohol, according to police. Santa Rosa police will continue to routinely conduct undercover operations to obtain compliance from local businesses and the public with laws regarding minors and alcohol, officials said. Funds for this operation were provided from a grant from the Department of Alcoholic Beverage Control. Taqueria Santa Rosa is a restaurant specializing in Mexican food, located at 791 Montecito Center. Fresh China, a Chinese food restaurant, is located at 286 Coddingtown Center.
