* Samuel Cowper Arrested For Alleged Child Molest at Mary’s Daycare in Vallejo

A Vallejo day care center was shut down Wednesday evening after the owners’ son was arrested on suspicion of committing lewd acts with young children, police said today. Samuel Cowper, 30, is suspected of taking nude photographs of an 8-year-old girl and inappropriately touching a 13-year-old girl, police said. He is the son of Charles and Mary Cowper, who operate Mary’s Daycare. The older girl was allegedly victimized about twice a month while she was attending the day care center between ages 3 and 7, police said. Solano County Child Protective Services received the two complaints against Cowper, police said. The California Department of Social Services temporarily suspended the day care’s license and shut it down Wednesday at 6 p.m., department spokesman Oscar Ramirez said. The Cowpers have 30 days to appeal the suspension, which the department hopes to make permanent, Ramirez said. The Department of Social Services is also seeking a lifetime exclusion of Samuel Cowper from any licensed day care facility, he said. The allegations against Mary’s Daycare include allowing Samuel Cowper to reside at the facility without a background check, touching two children inappropriately between 2000 and 2009, and allowing children to have access to dangerous objects, including a knife and drugs on Dec. 9, Ramirez said. Samuel Cowper was booked on lewd acts charges in the Solano County jail. Vallejo police searched Mary’s Daycare Thursday and recovered evidence that is being analyzed, police said.Police are also looking for any past clients of Mary’s Daycare who might be victims.
