San Rafael police arrested a man today on suspicion of sexually abusing a 9-year-old female relative, a police spokeswoman said. Luis Armando Vasquez, 21, of San Rafael is suspected of sexually abusing the girl since December 2009, police spokeswoman Margo Rohrbacher said. The investigation began in October after a female family member contacted Marin County Child Protective Services, Rohrbacher said. The woman reported seeing inappropriate physical contact between Vasquez and the girl in San Rafael, Rohrbacher said. San Rafael police detectives arranged a pretext phone call between Vasquez and the girl’s mother, and the investigation revealed the alleged sexual abuse started 11 months ago, Rohrbacher said. Vasquez was arrested in Fort Baker today at 12:45 p.m. for continuous sexual abuse of a child, sodomy with force, sodomy of a child under 10 years old, and cruelty to a child, according to the Marin County jail booking log. He is scheduled to be arraigned Wednesday at 1:30 p.m. in Marin County Superior Court.
