A 23-year-old man was arrested for narcotics offenses after allegedly waving a knife and pretending to attack people in Santa Cruz Friday afternoon, police said.Vincent Kempski was arrested after police received reports shortly before 12:10 p.m. Friday that he was waving a knife near the intersection of Front Street and Soquel Avenue, according to police.Arriving officers found Kempski, who matched the description given of the suspect with the knife. He was found to be in possession of a pocket knife,heroin and illegal drug paraphernalia, police said.Kempski, who was on probation for other drug-related offenses, was arrested and booked into county jail.No one was injured during the incident, according to police.
