Vallejo police arrested two Rodeo residents Wednesday on suspicion of abusing a 60-year-old man who lived in their unlicensed board and care home and later died in a hospital.Patricia Ronquillo, 42, and Gene Bambao, 43, were arrested for dependent adult abuse involving death, Sgt. Kevin Bartlett said in a news release.Police responded on July 1 to a call regarding Charles Frank who was living in an unlicensed board and care home in the 200 block of Mica Drive, Bartlett said.Frank was a ward of the state and died at Sutter Solano Hospital in Vallejo of starvation and dehydration, Solano County coroner’s office Deputy Ray Lamb said.The Solano County District Attorney’s Office reviewed the case and issued a warrant for the arrest of the home care manager and business owner, Bartlett said.Other arrests are anticipated, Bartlett said.The California Department of Social Services Community Care and Licensing Division also investigated the unlicensed board and care home, Bartlett said.
