* Elgin Garrett Turns Himself In For Oakland Kidnapping And Robbery At Bank Of America ATM Machine At 4120 San Pablo Ave

A 45-year-old man suspected of kidnapping and robbing another man in Oakland over the weekend turned himself in to authorities today, a police spokesman said.Elgin Garrett, of Oakland, was then arrested for the early Sunday morning kidnapping and robbery of a 20-year-old Pinole man, Oakland police Officer Jeff Thomason said. The victim had been visiting friends in the 4500 block of Martin Luther King Jr. Way in North Oakland about 3:30 a.m. Sunday, but when he was leaving to get into his car he was confronted by a man who demanded money, police said.Garrett allegedly pulled out a handgun and directed the victim to get in his own car and drive to a Bank of America ATM machine at 4120 San Pablo Ave., at 41st Street, according to Thomason.Garrett allegedly forced the victim to withdraw and hand over an unspecified amount of money, Thomason said. Garrett then fled, according to Thomason.Investigators were able to obtain an ATM video of the incident and said that they received numerous calls from the public, which helped in identifying Garrett as the suspect.
