A man was arrested in San Anselmo on Friday morning after he was seen taking recyclables out of residential curbside bins, according to police. Officers responded to a call reporting a suspicious man taking recyclables from Marin Sanitary District bins along Santa Barbara Avenue at around 8:15 a.m., according to the San Anselmo Police Department.  Police said they then witnessed a man matching the suspect description removing recyclables and putting them in a paper bag. They cited Oakland resident Arcadio Serrano, 34, for violating a section of the town resources code that states only authorized recycling agents are permitted to remove items from curbside bins.
