A man who was found in the ocean off West Cliff Drive in Santa Cruz Tuesday morning has been identified as 62-year-old Ronald Carter, according to the Santa Cruz County coroner’s office. Carter, a homeless man from Santa Cruz, was spotted by two passersby around 11:20 a.m. Tuesday in the ocean in the area of West Cliff Drive near Almar Avenue. Carter was found unconscious but breathing, according to Santa Cruz police spokesman Zach Friend. Officers and emergency crews transported Carter to Dominican Hospital where he was pronounced dead. Officers discovered a small campsite on the hillside above where Carter was found. Investigators believe that he may have been sleeping on top of the cliff and fallen into the water, police said. There were no obvious signs of foul play and the case is under investigation by police and the Santa Cruz County coroner’s office.
